With the harvest completed and the Nile beginning to recede following our yearly flood, it is a time for accounting: for stockpiling grain, for paying taxes, for meting out justice.

The city is filthy! By the pasha's decree, and in light of their collective lack of attention to duty, ALL city slaves are ordered to report for punishment.
SCHEDULE:
On Wednesday and Thursday the 18th and 19th, the pasha will be present at the City Square to hear complaints against slaves and fellow citizens, to collect taxes, and to punish wrongdoers.
Times:
Wednesday: 9am, noon, 5pm SLT
Thurs: 9am, 11am, 6pm SLT

Procedure:
The pasha will be present at the stated times. Citizens, travelers, and slaves may all come forward with complaints. Slaves can also present themselves for the mandated punishment during the same window. Citizens' grievances will be heard first and a ruling will be made. Warrants will be issued as appropriate. Slaves may only bring their cases after free citizens' grievances have been heard.
The proceedings will last for no longer than an hour. Should no complainants arrive within fifteen minutes of the start time, the pasha will depart. Tardy complainants will have to wait for the next available appointment.

TAXES and Charity:
All free citizens and travelers shall render unto the pasha a payment of 10% of their wealth or 10 gold coins, whichever is greater. Tax evasion is a criminal offense.
Charity:
The faithful shall render zakat unto the imam for purposes of distribution to the poor and needy. Zakat is calculated at 3 gold coins, plus 2.5% of one’s wealth or 3 more coins, whichever is greater.
